reconsider location of quick report, in menu and plugin #400

Expected behaviour

the reporting tool (from template / the whole report plug-in) and the new flat-file exporting tool (part of imex plug-in) should be close to each other in the Tools menu, something like: Tools->Report->From-Template Tools->Report->Quick CSV

Discussing #62, our Australian user @RoDuth suggests looking at the new flat-file exporting tool as a Quick report tool, not as an exporting tool.

Actual behaviour

currently, the Quick report tool is inside of the export submenu.

Opinions and suggestions

do we still keep the quick report tool in imex? or do we move it to report? after all, the json exporter also has the ability to act on the selection and not the whole database. but moving it into a different submenu suggests to keep it together with its submenu fellows, that is, move it to report.

reconsidered, when implementing the 'act on selection', we needed functions in the report plugin, moved to report tool.
