mention (windows) installer in user manual #411

As an absolute beginner, I want the installer to be mentioned in the installation instructions, so that I find it and don't get scared by the git-based instructions.

Actual behaviour

there is no link in the installation instructions to the new windows installer. worse even: it is mentioned it and it is stated that we have no time to produce it.
