Feat migrate autorole

This is probably not ready to be merged but it is ready for a review. The slash command /roles and the context menu entry to manage membership for a user work if you want to try them yourself. (requires the test server to have at least some of the appropriate roles)

Primary issues I have with this are

• code readability and re usability
• ui flow - I think it is okay but probably needs some taste tests to see if it is intuitive
