Move -w places water where waterlogged blocks were, but replaces water with air

The fact that move f -w replaces the deleted waterlogged blocks with water might sound controversial, but I'm not one to change it. Instead, I think it should be made more consistent and make it so that water blocks are actually left as water blocks, rather than be replaced with air, like the current behaviour.
