Too many saferoom pills when using 2v2 config #118

Confogl 2.2.2, getting 3 or even 4 pills in saferooms.

In 1v1 it works with only 1 pills.

2v2 allows up to 3 extra pills to be spawned throughout the map.  The extra 
saferoom pills are possibly locations for those three pills.  And since some 
maps (c4m1 and c4m2) have six sets of pills in them, there is fairly good odds 
that at least one of those sets of pills will be one of the three.

We may eventually decide to change this to exclude the extra saferoom pills, 
but it definitely isn't a top priority.

I played a few 2v2s and this seems to happen a LOT more than I had initially 
expected.  I'll get a fix for it because it seems like it happens at least 
every second map in every campaign.

Since I just encountered 4 pills on the table of the SF4 finale (not the 
saferoom ones), did you also include those in the fix for the next version?
