Remove confogl_addcvar from sv_alltalk 0 to stop the warning messages upon pause #131

At least thats the way I "fixed" it on my own server...

Right now with the default config you always get an unneeded warning message 
about sv_alltalk being changed when you pause the game, and another one when 
you unpause again.
