One-sentence description

Users following SE or SDM after SDE are kicked from GitHub organisation

How to reproduce the bug

  1. Have a user be in an SDE project
  2. Have it also be in a SE project
  3. Sync the repos.
  4. They will be kicked from the organization (because SDE is archived), but they need to stay for SE

Expected behaviour

Only kick them if they are in no active repos at all
