Course+semester mailing aliases do not properly sync

How to reproduce the bug

  1. Have a employees@ list
  2. Sync
  3. Change the semester
  4. Sync
  5. The new members are added, but the old ones are not removed

Expected behaviour

Properly delete them

Seems like running the sync multiple times works fine
