…se Enrolment by Class, adding minimum and maximum enrolment controls to courses

Description This PR introduces controls for minimum and maximum class enrolment into Timetable Admin.

Motivation and Context These are controls that we wish to use in the Class Enrolment additional module, and it seemed to make sense to build them into the core.

How Has This Been Tested? Locally
