Description Update to use jQuery UI v1.11.4 date picker translation files instead of v1.10.4 previously.

Side note: should we upgrade our jQuery and jQuery UI to the latest version (jQuery v3.6.1 and jQuery UI v1.13)?

Good question. I'd love to eventually get rid of jQuery, but we're not there yet, so yes we should look at keeping up to date with these libraries.
