Description Changed 'Individual Needs Settings' category in 'gibbonAction' table from 'People' to 'Learn'.

Motivation and Context This change came about due a discrepancy pointed out by a user. The 'Individual Needs' module can be accessed under the 'Learn' menu, but the 'Individual Needs Settings' option in 'School Admin' was under 'People' instead of 'Learn'.
