Messenger: added the ability to share the send report page with other users. #1831

Description Now the person who sent a message in Messenger can share the URL Link of the Send Report page with other users, so that those users can check the permissions given by parents and students.

The URL Link for the Send Report could then be shared with other teachers and the permission for the link to be active can be controlled in the manage message page.
