Add translation capability + French translations

Hi! I added translation capability and French translations. I also added a tooltip text when hovering the "add" icon.

This will resolve #34.

I tried to build the app and this is working great!

I'm not using elementaryos anymore so I'll spin up a virtual machine to review this soon.
