Individual Tempo Filters do not change when selecting none or any other tempo snap #4

What steps will reproduce the problem?
1. Load a video and a Tempo Filter
2. Change the setting from GLOBAL to none
3.

What is the expected output? What do you see instead?

Global Filter should turn into a delay-based filter, rather than snap. 
Instead it stays snapped to a tempo.
