Design `ScreenPro` object #6

Aim: Design python objects that contains the oligo count matrix and related meta data (e.g. library info, etc.) and write modules to load these data.

Tasks:

[x] Include loadData function from ScreenProcessing package for data integration.
[x] Write scripts for suitable data structure in python
