Feat muon prop diff z #150

Adds the ability for muons to have their own z position, rather than a shared z for the whole batch. PassiveLayers now scatter and propagate muons based on a fixed distance along the muons' flight directions, rather than in terms of a dz step. The way that the scattering affects their direction of flight and xy positions has NOT been changed in this PR.
