Teleportation is happening but the player does not know they're being teleported whilst using spectatorPlayersUsePortals in conjunction with portalSpectatorDelay when it is set to a value greater than 1.
To Reproduce
Enable spectatorPlayersUsePortals
Set portalSpectatorDelay ticks to a value greater than 1 but below 72000
Create/find a portal
Go to spectator mode
Go through portal
Observe that player is inside portal, but does not teleport for number of ticks set in step 2
Observe that the player does not have the portal effect applied
Expected behaviour
Portal effect should be applied.
