After having a semi-successful run by surviving to day 12 underwater with only me and another person, I've really experienced the potential fun and practicality that water, and by extension, underwater bases have.
Currently this potential is wasted with most water levels being low in map generation and a flooded map being seen as a game-ending situation that is nigh-unrecoverable after day 20.
Underwater bases are currently less of an option and more of an opportunity that comes around extremely rarely, meaning that there have not been (to my knowledge) any properly successful underwater base runs.
This opportunity only presents itself when a scroll of sea is being sold by the flying merchant in the earlygame, and most people in the server agree to build an underwater base.
To fix the aforementioned issue, I can think of 2 changes as of writing this.
Adding small, high altitude water reservoirs into/onto mountains, that could be drained with a single sponge to prevent griefing if an underwater base is undesired.
Making the Scroll of Sea more common, or adding more ways of acquiring it.
There is also the issue of molotovs not being effective underwater.
This could be addressed by adding a small explosive effect onto water arrows, on the magnitude of bomb arrows, which only applies underwater.
These changes are seemingly easy to implement (though I don't enjoy saying this, as I have not contributed much to this project and I may be completely wrong), in comparison to the amount of gameplay underwater bases could add.
Adding to this, sponges should be buffed to remove unwanted water more easily.
There was also a topic brought up ingame about adding a chance for the map to generate as a water map, which I'll add here.
