Configuration of Better Title Screen in the Mods menu not working

When I Go to Mod Menu and find Better Title Screen the 'Config' button doesn't light up, I'm in 1.16.5 Java Edition Forge ModLoader.

I Couldn't change the title.

The in-game Forge config options have been removed from Forge in 1.13. Please use the config file, located in your config folder.
