Rework setup commands #5

Some setup commands like welcome or logging can be setup and re-setup (running command again - new channel is saved). Wouldn't it be easier to have one command with three options?

Setup
Edit (change it to another channel)
Delete (if you dont want to log/do anything, delete setup)

in the stable version, every setup command (except for tournaments due to outdated stp) has been moved over to sc
