Add Openclipart Export #1212

Right now there is Openclipart Import in the Library extension which is 
default. Next, how about adding an Openclipart Export function.

The simplest way to do this is to send an email to upload@openclipart.org with 
the SVG as an attachment, and the file will be imported to Openclipart 
automatically.

Is anyone interested in this?
