Duplicate contact details such as phone and email are allowed #3

Steps to reproduce:

  1. Add a person as below /add-person ; name : Janna ; phone : 98765435 ; address : PoochieStreet 24 ; email : ihelppooches@gmail.com

  2. Add a staff as below /add-staff ; name : Jannan ; phone : 98765435 ; address : PoochieStreet 24 ; email : ihelppooches@gmail.com ; salary : $50/hr ; employment : part-time

Expected: Do not allow users to add contacts with different names but same information.

Actual: Contacts with different names but same information can be added.

As this bug has to do we how the command is designed, it is a feature flaw.
