It should be checked if EIS QGIS Plugin (and QGIS plugins overall) can be licensed under the EUPL-1.2.

Apparently it is not possible to license a QGIS plugin that uses PyQGIS libraries with any other license than GPL. Therefore, the license of this plugin will be changed to GPL.
