40 gp002 change all shp to gpkg

This changes all .shp file extensions to .gpkg. In addition, I changed the in-text file / layer names to match the new data.

Before merging this, we should also think about the course data directory (kurssihakemisto):

• [x] Currently all in-text references to the course directory expect the structure to be Kurssihakemisto/Harjoitus_x/some.file. The new structure is simply Kurssihakemisto/some.file. Assuming the new structure is intentional, I can change the in-text file paths to reflect the simpler strucure.

• [x] The empty Espoo.gpkg in exercise 6 is missing. I added it to the course directory, assuming it is fine as-is, no extra fields etc. included. Correct?

• [x] The HallintoAlue data in exercise 7 is missing. I assumed kunnat2024.gpkg to be its successor. Correct?

Great work! I got some answers from Elisa.

• The folder structure should be Kurssihakemisto/Harjoitus_x/some.file. So the data folder should be updated. Elisa will check this.
• Espoo.gpkg is supposed to be empty so this is fine.
• kunnat2024.gpkg is HallintoAlue.
