Using the panel the user should be able to initialize any QGIS project (mainly empty) as Qaava project.

Functionalities:

Let user choose between general and detailed schema (store the decision in settings)
Instruct user to initialize database for the schema if none exists
Load project from PostGIS. Refactor initial way implemented in #41.
This panel should be first in the stack

Relates to #13 and #22.

@mvaaltola Would it be a good idea to implement here some abstraction for the most important layers in the code?

It was discussed, that the layer abstractions should be done in #8 instead.
