New data model #33

Need to update to a new database model from Ympäristöministeriö: https://tietomallit.suomi.fi/model/rytj-kaava/

Probably ready in spring 2021.

Might solve things with multiediting, labeling etc.

Comes with new codelists, new model.

Needs revision and a n new model + migration scripts.
