This PR brings the font in conformance with Google Font's QA requirements:

Adds an automated, reproducible open source build process based on the Google Fonts Project Template
Fixes vertical metrics (winAscent=1408, winDescent=384) according to the Google Fonts guide.
Changes the copyright of the OFL file
Improves the handling of soft-dotted characters and anchoring of marks onto African Latin characters

For extra bonus points, it would be great to have a dotless version of uni0268; if you add that, then I can get a bunch more languages working correctly.

I just added uni1d7b (not yet pushed). Please confirm that this is the dotless version of uni0268.

Unicode doesn't have an encoded dotless small i with stroke; in general I would want an unencoded glyph here, but I think for your sans serif design it's fine to borrow the "small capital" version and use that.
