Change regular weight to medium #5

Any family which is to be onboarded on Google Fonts is required to have a regular weight. It's not clear to me why Tiny5 considers itself a "Medium"; I think calling it regular weight would be fine. So this changes the source from Medium to Regular, renames the files, and rebuilds the font.
