Try using CMD to start it, that's what I did. Go to the portal 2 directory (default command to change directories to it: cd "C:\Program Files (x86)\Steam\steamapps\common\Portal 2") and then use the command: portal2.exe -insecure -window -novid +mat_motion_blur_percent_of_screen_max 0 +mat_queue_mode 0 +mat_vsync 0 +mat_antialias 0 +mat_grain_scale_override 0 -width 1280 -height 720

Have the same issues also with starting it in CMD. Game just opens in this small sized window without borders but my VR Headset is still in SteamVR Home.

I think the game is not loading the files in the Portal 2 folder.

Didn't take long to solve my issue. I downloaded the Zip on the Code Tab.

You need to download the Mod on https://github.com/Gistix/portal2vr/releases/ There you can open the small "Assets" Menu under the releases and download the "Portal2VR.zip"
