Requirements:

A bootstrap and React based layout that will collect applicant user contact details & resume.
The view will need to be mobile first, and expand to fit desktop browsers.

Visibility:

Public facing

Applicant user information needed:

Full name
Email
Phone number
Timezone
Best time to call
Resume upload

Sorry for taking awhile. I just need to add validation for the email and mobile fields, as well as work on an issue I'm having with the file upload and I'll send a PR soon.
