This PR makes small fixes for issues found during 1.22.0 release:

Use prod version of HMSL: this avoids hitting rate-limits
Make some tests for secret scan path more robust: they could fail if the dashboard happened to know the test secret
Avoid logging an error message when checking if a directory is a git repository, and it's not
