Show Quota #6

Goal: Within the Sidebar i can open a webview, click on a CTA and get my quota

Adds a new view "ggshieldQuotaViewProvider"
This view is collapsed by default
The view displays the quota of the user
There is a refresh button to update the quota of the user
The view is refreshed when the user opens it (change of visibility)

@salome-voltz Is it possible to make the "Loading ..." message appear immediately after the triggering event (clicking the icon or open the webview)? There seems to be a 1-second delay, which might give the impression that it’s not functioning.
