In-app surveys and prompts

Would be cool to use Firebase and the same "prompt" style that the rater uses to push new information (maybe from app updates) or ask questions ("what new features do you want?"). Just a better way to engage w/ the community.

Think it's a good idea! Not used Firebase for it before, but either that or a simple Google form would do!

Following up with #1182, the other prompt is a backup in case you never use the “mark read” features (probably nobody).

If we add Firebase to do custom “inbox zero” messaging, this will all pair really nicely!
