Move to gradle #367

Transition from Maven to Gradle for builds and continuous integration

Some benefits:

Coverage is not at the same time as tests
MUCH simpler configuration
Scripts to install dependencies are no longer needed

Code coverage will be down to 53% from 60% due to the verifier app not being ignored for coverage reports.

Verifier app will be transitioned out of this repo into it's own repo, thereby making the issue moot.
