Make mixed-mode Gpkg's the default #370

Currently the default output image format for Geopackages made with SWAGD is PNG. Optionally a user could make a JPEG Geopackage.

This is not ideal. The default option should be a Geopackage with PNG images at the edges or anywhere there is transparency, and JPEG images for all images with full pixel data.
