Multi-platform GDAL jar #379

Due to SWIG versions used by GISInternals and by this dev team, the GDAL jar was created in such a way that Windows and Linux were having problems using the same one in each environment.

This PR hopes to address that.

Coverage remained the same at 53.656% when pulling a3282f310b4cb8d6d00dc17ce5f167da64c36b1a on gdal-2.1.0 into 5d8d1e6c2ffaed2f2a19976a874357f9f7831648 on master.
