Forum allows creation of blank threads and messages

What steps will reproduce the problem?
1. Log in and go to the forums.
2. Scroll down and click the "add" button.

What is the expected output? What do you see instead?

Well, it should prevent me from posting a blank thread. Instead, it posts a
thread with no title, and no message body.

Please provide any additional information below.

This also applies to messages on existing threads. It is possible to submit
a blank message in the same manner. The fix should check both fields, such
that if there is a body but no title, or a title with no body, you cannot
post a new thread.
