[Moderators] Force Dupe song ID field #66

When we are putting a song as I dupe, there is nothing to force us to
explain why we are doing it.
So, I am proposing to insert a new field, that we have to fill, when we are
putting a song as dupe. Like this, next moderators ( or even users ) can
see the equivalent song still valid ( and for moderators, we can see the
reason :) )
