Comment Templates #11

Please Update your comment templates now so we don't have to change them later.

File > Settings > File and Code Templates > Includes (tab) > File Header

I propose that we all use the same header for class files. I don't have a preference on what it says exactly, but since we mostly agree to use the Oracle conventions I think we should stick with that.

Something like this:
