When there is no user attestation data or project attestation data we should hide the section of the table below the TAB headers and show some text, centered that says
project details page && public user attestation page
No attestation data to show here...

You haven't made any eligible { attestations | vouches | flags } yet.
based on @MohammadPCh suggestion it would be good if a copy be considered when there is no record in attestation table
