User flow for voting power delegation

Users won't be able to delegate for Conviction voting, but they will be able to delegate voting power for Tao Voting in the GIVgarden.

We need to create a system for delegation...

people can nominate themselves as delegates & explain who they are
people who wrap tokens in the GIVfarm can immediate decide if they want to delegate

This is blocked by the gardens team allowing for delegation.

I'm in touch with Fiore, the designer for Gardens. There will be a basic implementation for delegated voting which looks to be mostly working on staging. Any new features we want will be for the next iteration, I'm coordinating with her to make this better, incorporating other delegating UX we've seen on other platforms.

Nice! Yeah I saw a demo of it yesterday, looks pretty good. I'm going to hit up the gardens call today because it's important for us to know if users will be able to delegate before wrapping tokens, or if they can only do it after

So adding delegates and delegation adds scope, but also adds a lot of value and legitimacy (as it did for GTC & ENS). I think it's worthwhile pursuing the implementation as a mini-project. To the best of my ability, this is what I think we need:

Comms

[ ] forum post similar to Gitcoin's or ENS's where we ask for delegate Name, ETH address, Twitter Handle, Discord Handle and a description of why they want to be / would be a good delegate
[ ] The forum post needs to also explain that delegation only apply to Tao Voting, and not to conviciton voting funding proposals. Frame it like "important yes/no decisions for the GIveth DAO". Also, the delegates only receive the additional voting power after the delgeatee wraps their tokens. It could also explain the delegated voting period (and link to the Tao Voting post for more details).
[ ] Need to shill hard to call in delegates - share this forum post on twitter, in discords etc.
[ ] Outreach to awesome people to become delegates
[ ] Set a deadline to apply to be a delegate

[ ] we need a frontend where people can choose their delegate like Gitcoin's
[ ] add a "Choose your delegate" prompt after the user claims GIV tokens. Maybe subtext that says (delegate your voting power for important yes/no decisions) #145

Development

[ ] need to set up a database to store the delegate's info (from the forum post) so we can display it on the frontend above
[ ] We need an API (maybe twitter?) where we can grab people's pictures from
[ ] The "info" part of the delegate's profile links to their comment on the comms forum post
[ ] When the user clicks "delegate" on the front end, we need this to set up a tx to delegate voting power to that person in the GIVgarden

@divine-comedian we have Vitor, Fabio & Pedro general magic folks able to help on development for the GIVeconomy. This could be a great task for them.
