The Polkadot Treasury is a pot of on-chain funds collected through transaction fees, slashing, staking inefficiencies, etc. The funds held in the treasury can be spent on spending proposals. Both Polkadot and Kusama offer everyone the opportunity to apply for funding via the treasury. See:

Looks more focused on the Polkadot ecosystem, like events or operational costs. I think are more relevant the grants from Web3 Foundation, at least that we propose here the Whitelabel, focused only on the Polkadot ecosystem (we have to be really clear about maintenance costs)

Griff commented will be really difficult to get the Whitelabel idea with Polkadot because of the differences in technologies used
