A giver can be the only 'admin' on a donation when a campaign/milestone has been canceled. Currently they can transfer this donation via the "Delegations" page, but they are limited to campaigns/projects.

They should be able to transfer to dacs as well.

I'm not sure if the "Delegations" page is the best place for this information either. I think it would be better on the "Donations" page.

"Delegations" is for dac/campaign fund management & "Donations" is for donor fund management.
