"Oh no error " overhaul #2386

We may re-define Oh-no error message, to discover it, I need to know when they happen. @RamRamez can you help me on this?

This is shown when tnx is not successful in:

  1. When clicking withdraw/disburse
  2. approve reject Trace Completion
  3. reject accept Proposed Trace
  4. cancel Trace
  5. change trace Recipient
  6. delete Proposed Trace
  7. donate 3% To Community and Community not found
  8. edit trace
  9. request Mark Complete
  10. Trace Conversation Comment
  11. change campaign coOwnership
  12. cancel campaign
  13. delete Proposed Trace

Also shown whenever user needs tnx and no Balance on rinkeby Also shown whenever IPFS upload unsuccessful
