After verifying a new project, the GIVback Eligibility status is updated from "Submitted" to "Ineligible" #4808

When a newly created project with GIVback eligibility status form submitted, when the project is being verified from the Admin Js "Project" section, the GIVback eligibility status on the Project details page which was initially "Submitted" is changed to "Ineligible"

Expected results: The Givback Eligibility status should not be affected by project verification, only when the project is "Approved" or "Declined"
