Integrate with Pairwise to allow users to vote on future RetroPGF rounds (this could be open as a community vote that delegates would look to for inspiration for future rounds).

@Zeptimus You should completely own and PM this Epic, OR see with @MoeNick if this is aligned with our current Pairwise dev efforts.

That sounds fun yet very challenging, especially considering the timeline for delivery. The objectives of what we want to deliver are clear to me, but I am uncertain if it's possible within such a short time frame. I need to know who will be working on this and their availability for the project in order to start moving things asap
