Same theme for all administration pages #329

The edit node page doesn't look very clear in our current theme. edit_municipality_ - __hebrew____municipality

To avoid css work on edit page (and other administration pages that don't have the admin/* path), it is better if we use Seven theme for all administration pages.

@liatsade Let's wait for the change to Bootstrap, maybe this will solve itself out.
