Utilize Headless Chrome for WDIO [3h] #160

Instead of loading a heavy Docker container, let's consider Headless Chrome for executing WDIO tests.

Possibly even video recording can be preserved:

@amitaibu now i arrived to start this one (better than never ;) ), as https://github.com/Gizra/drupal-elm-starter/pull/165 is ready except WDIO, it does not make sense to fix Webdriver.IO in a different way, not with Headless Chrome. Creating a PR on top of that one now, let's see. Instead of the video upload, we will use @gizra-robot to post database dump(s).
