sprint 8: Federal Reserve #164

we need to have an account "Federal Reserve" (אוצר קהילה)

for every new user, we move 300 BZ from that account to the user.

@barochoren how do we decide how much money the Reserve has? do we just give it a million BZ and subtract from that?

  1. זה הפרדרל רברס - FEDERAL REVERSE (הפוך מהרזרב)
  2. מתחיל ביתרה אפס והולך למינוס אינסוף
  3. צריך להבדיל בין זה לבין החשבונות הרגילים שבהם יש מגבלה על המינוס (מינוס חמש מאות ביז)
