HIGH: when transferring money to another user, don't wait for a signature #197

If I request money, I go through all the signing process, but if transfer money to somebody, just authorize the deal immediately and put it in their account, don't ask for them to approve it.

This is the main ticket for today, before we freeze Kaveret dev.
